The fine is not being levied because of the lights. The fine is being levied because of the amount of added police presence needed to control visitors to his property and the amount of overtime it is costing taxpayers.

hence creating a public nuisance which is technically a crime. I don't side with the guy. The veil is thin between an over-the-top Christmas display that people are in awe over and an ostentatious need to be the center of attention. This guy falls into the latter imho
